FINANCIAL CRIME
The Financial Crime (FC) function is a Second line of defence (LOD) function that includes "Risk Stewards” who are independent of the commercial risk-taking activities undertaken by the Group's businesses (also referred to as “the First LOD” or “FLOD”). The Risk Stewards are responsible for reviewing and challenging the activities of the FLOD to ensure that, as “Risk Owners”, they effectively manage the FC risk inherent in, or arising from, the conduct of their activities and for which they are responsible. FC risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The FC function operates in accordance with HSBC Group's Risk Management Framework (RMF).
Impact on the Business
· Development and continuous review for appropriateness of control framework to ensure compliance with Global Financial Crime Policy on AML matters and local regulation impacting HSBC LAM.
· Leadership of AML risk steward activities within LAM to proactively drive, develop and implement programmes to quantify impacts and implement actions to address, manage and mitigate impacts of financial crime related regulatory changes across HSBC LAM.
Customer / Stakeholders
· Ensure that HSBC LAM/MX and Group Financial Crime senior management are appropriately advised in a timely manner of material financial crime and related reputational matters related to AML activities.
· Develop and maintain a strong and professional working relationship with stakeholders within Risk, Audit and Finance across HSBC LAM and at Group and Regional levels.
Leadership and Teamwork
· Closely collaborate and liaise with Financial Crime leadership at market, Group and Regional levels related to the AML Programme.
· Ensure development activities are a core priority and support other team members to take reasonable time for learning and developmental activities.
Experience
• Strong AML subject matter expertise and knowledge of local regulatory requirements and international standards, with wider Financial Crime subject matter expertise highly desirable.
• Working experience within an AML regulatory /supervision/analysis authority.
• Strong understanding of how controls mitigate FC AML Risk and the various underpinning activities forming the overall Risk Management framework
• Ability to proactively stay up to date with latest and emerging money laundering risks and threats.
• Ability to develop efficient and effective solutions to complex operational issues.
• Ability to prioritise conflicting demands and problem solve in a dynamic environment.
• Law background needed (Bachelor's degree). CNBV AML Certification desirable.
• English Language (90%).
• Strong research skills, including scoping, analysis and written presentation for quick-turnaround, medium and long-term projects.
• Excellent oral, written communication and presentation skills, inter-personal skills and dealing with executives at all levels.
• Foster positive and professional working relationships with relevant stakeholders, including senior managers. Promote and support the interaction between the areas involved in the end-to-end Customer Monitoring process.
• Self-motivated, enthusiastic, adaptive and rapid learning capability. Cultivate an environment that supports diversity and reflecting high employee engagement and motivation.
• Good organisational skills and ability to work with minimal supervision.
• Ability to influence through action and leadership.
