Reporting Structure:
The CWC (Concrete Weight Coating) Safety Representative reports to the Offshore HSSEM Lead of the Southeast Gateway Project (SGP).
Priorities:
The overarching priorities of Safety Representative are:
Everyone goes home safely, no harm to the environment.
All work shall be carried out in a manner fully compliant with TC Energy and SGP values, policy, standards, guidelines, and operating instructions.
CWC delivery is maintained calibrated to the SGP targets for HSE, Quality, Project Controls (budget and schedule targets).
To build maintain and coach a high performing cross functional SGP team at site (Altamira) and relevant SGP CWC offices remote to Altamira
Ensure the administration of the CWC supplier contract (SHAWCOR) is carried out in a respectful and fair manner consistent with terms and conditions of the agreement
Steward the relationship with SHAWCOR in a collaborative manner to foster high performance from SHAWCOR across all aspects of the work.
Application of SGP Functional input into working processes and organizational solutions
Seamless and collaborative interface management for CWC within the SGP Team and with key external third parties (SGP Suppliers and Contractors, Port of Altamira etc.).
Transparent and timely reporting related to HSE, quality, progress, schedule, costs, risks, emerging issues
Fair treatment of people including recognition and acknowledgment when merited
Key Responsibilities:
Provide support to the Project team in all aspects of HSSE issues.
Demonstrate visible safety leadership by conducting safety & compliance walks throughout their shift
Coach personnel at the facility in matters related to their health and safety
Advise site supervisors and leadership on matters related to health and safety
Prepare project required health and safety reports including, but not limited to: Daily Safety Reports, Safety Alerts and Lessons Learned, etc.
Use, promote, and support STOP WORK AUTHORITY
Mentor all contractors, sub-contractors and visitors
Review Lift Plans, Journey Management Plans, and Permit to Work including Lock out Tag out
Promote safe work activities through positive reinforcement
Verify, including the use of audits, contractors are following their own safety management system and site- specific safety plan in coordination with the requirements of the SGP Safety Management Plan
Participate in incident investigations and verify implementation of corrective actions
Minimum 5 years relevant experience in Oil and Gas construction
Minimum 3 years relevant experience working with marine vessel loading and unloading
Proficient in Spanish and English (written and spoken)
Proficient in MS Office including Excel, Word, and
Power Point
Able to work independently and in a team environment
Advanced knowledge of safe rigging, lifting, and hoisting equipment and techniques using cranes (current or previous rigger certification preferred).
Advanced knowledge of safely working at heights, including rescue and planning (current or previous WAH Rescue certification preferred)
Familiar with concepts regarding High Voltage safety, including arc-flash protection, and LOTO.
Knowledgeable regarding hazards and mitigations in laydown yards where large-diameter pipe is handled / stored
Knowledgeable in ISO 45001, ISO 14001, and HSE management systems preferred.
University Degree preferred
NEBOSH or OHST certification preferred
