Trade Compliance Supervisor
Ensure that import and export operations comply with applicable Mexican and international regulations (SAT, IMMEX, PROSEC, Authorized Economic Operator – OEA/CTPAT, and T-MEC/USMCA), leading the compliance team to guarantee document control, accurate reconciliations, and operational best practices.
. Regulatory and Compliance
• Implement and maintain compliance programs such as IMMEX, PROSEC, OEA/CTPAT, VAT (IVA)/Special Tax on Production and Services (IEPS), and tariff preference frameworks (USMCA)
2. Document Management and Customs Operations
- Supervise import/export processes, including customs declarations (pedimentos), certificates of origin, powers of attorney for customs brokers (“carta de encomienda”), Annex?24,30 compliance, and bill of materials (BOM) verification.
- Coordinate virtual closings and reconciliations between ERP,MRP systems and customs documentation.
- Supervise import permits for sensitive materials (ie Steel) to ensure compliance with government requirements.
3. Audits and Risk Analysis
- Conduct internal and periodic audits, perform risk analyses, and implement corrective action plans.
- Maintain compliance KPIs, monitor inventory variances, open customs declarations, and customs costs.
- Perform post-entry analysis using tools such as Data Stage, prepare corrective action plans, and report on KPIs.
- Generate reports for SAT, INEGI, and senior management, including Annex?24 reconciliations and certifications or appraisals.
4. Leadership and Training
- Support the import and export team during exceptional situations in daily operations to ensure process completion.
- Supervise and develop the compliance team, ensuring standardized processes and operational best practices are implemented.
- Provide internal advisory services to other departments (Procurement, Manufacturing, Quality) on customs regulations, procedures, and legal requirements.
- Develop and update internal procedures and compliance policies, and train personnel in customs-related matters.
5. Customs Broker and Vendor Management
- Manage relationships with customs brokers, logistics operators, and government authorities (e.g., SAT, INEGI).
- Monitor service effectiveness, associated costs, and contractual agreements.
6. Customs Inventory Control
- Oversee customs inventory management as declared in Annex?24, performing monthly reconciliations between the ERP system and the physical inventory.
- Manage pending or open balances and coordinate virtual closings with customs brokers and warehouses.
- Supervise control of fixed assets, ensuring readiness for both internal and external audits.
- Executive Reporting, Continuous Improvement
- Prepare periodic executive reports for senior management on the status of compliance, audit outcomes, and operational metrics.
- Propose process improvements, automation initiatives, and operational risk reduction strategies.
- Collaborate with government authorities (SAT, INEGI), customs brokers, and external inspectors; respond to official audits as needed.
- Coordinate with customs brokers, monitor their performance and efficiency, and optimize operational costs associated with customs operations.
- Support triple certification initiatives (ISO 9000, ISO 14000, ISO 45001) as part of continuous quality, environmental, and safety compliance effort
- Collaborate in thr coordination of international pick-ups and deliveries to reduce freight cost and enhace logistics efficiency.
Skills:
- Bachelor's degree in International Trade, Business Administration, Customs, or related field.
- 5 years of progressive experience in trade compliance or customs roles, ideally in a manufacturing or logistics environment.
- Solid knowledge of Mexican customs law (Annex?24/30), IMMEX, PROSEC, OEA, CTPAT, T-MEC, USMCA.
- Experience managing inventory control systems, ERP/MRP reconciliations, and fixed asset audits.
- Proficiency in conducting internal audits, KPI tracking, risk analysis, and corrective action planning.
- Oral and written communication skills, strong interpersonal skills, and superior organizational abilities; English (technical/business) fluency
- Ability to take initiative, to maintain confidentiality, to meet deadlines, and to work in a team environment is essential.
Problem analysis/resolution skills, able to handle multiple projects simultaneously.
