Position Title: QRC Manager, External Manufacturing, Latin América
Reports to Title: FSQA Senior Manager, QRC LATAM
Dept / Function: QRC
Location: Monterrey
Summary:
Leads significant QA programs and undertakes assignments of very high complexity. Serves as Quality Regulatory Compliance (QRC) representative for multiple external manufacturing/co-pack facilities. Technical resource for Manufacturing, Engineering and broader Hershey supply chain, providing leadership and guidance in the areas of Global Food Safety Standards, food safety regulations, weight control, sanitary design, allergens, cleaning, incident management and other related matters. QRC Manager must have a sound working knowledge of Hershey's quality system requirements. Examples include auditing and assessing internal and external quality programs; interaction with regulatory officials on behalf of Hershey; leading cross functional teams (Marketing, Legal, etc.) on short or long-term assignments with respect to complex QRC situations (i.e. innovation, regulatory changes, quality incidents, etc.). This position is within the Quality and Regulatory Compliance Department in the International Region. This is a corporate based position
Major Duties:
1.Compliance: Implements quality systems and programs to ensure that Hershey Product Excellence Program (PEP) standards are consistently achieved. Provides training programs, auditing of quality systems, complex troubleshooting and large-scale incident management. Acts as quality liaison for strategic partners.
Training: Develops and/or implements training programs to assure compliance and understanding of internal food safety & quality expectations, and regulatory compliance.
Auditing: Conducts quality systems audits across Supply Chain to provide assessments of adequacy and issues recommendations or guidelines to ensure compliance standards are met. Provide audit summaries to Hershey's Senior Management and/or external business partners. Owner and Leader in the Qualification Process for new Contract Manufacturers in Region. Verify Corrective action plan efficacy and provide feedback.
Incident Management: Directs troubleshooting incidents of high complexity with the potential financial or regulatory impacts. Partner with cross functional groups (Marketing, Legal, etc.) and external business partners to ensure communications and action plans are established. Ensure timely and cost-effective resolutions are achieved. Liaison for domestic and international regulatory agencies in order to manage product recalls, withdrawals, and recovery.
2. Project Leadership / New Product Support: Acts as QA representative on multi-functional project teams or complex assignments. May coordinate new product efforts from initial test runs to full-scale production to assure integrity of systems.
Innovation: Conducts QDR Process for external manufacturing projects, and provides the necessary training / input to ensure a flawless execution on the Process.
Capital: Partners with business team to ensure adherence to Sanitary Design Standards on Capital projects and provides the necessary Food Safety / Food Quality input to ensure a flawless execution for the Capital Projects in Region.
3. Licensed Business: Act as QA Liasion with Plants QA managers and with Commercial Teams in region to ensure QRC process is adhered to. This would include to ensure auditing, building specifications, conducting QDRs, working with COE to ensure licensing opportunities meet THC requirements. Assist foodservice teams on new vendor approval process (i.e. vendor certification requirements).
4. Subject Matter Expert: At this level, incumbent is considered to be a subject matter expert in one or more of the following areas:
- Food Safety, Project management, Product Quality, Auditing
Would be expected to provide leadership for specific programs, project management, training, coaching of other Specialists, etc. in the specified area of expertise.
Would be a "generalist" with broad based knowledge in these multiple areas including knowledge of regulations, industry practices, and corporate policies related to these areas. Would have a full understanding of corporate wide quality systems, with ability to implement as required.
5. Continuous Improvement
-Facilitate process/procedure improvement sessions related to: incident management, serious product quality issues, and overall quality system improvements
-Coaching quality managers and their teams on specific issues
-Working with business teams (supply chain and marketing) on cost savings initiatives
Skills and abilities required:
Education:
B.S. in Food Science, Food Engineeering, Microbiology, or related field.
Experience:
Min 5 yrs experience in food industry or equivalent experience

Skills and abilities required:
- Awareness of various regulatory issues, and proficient in country regulatory standards
- Fluent in English & Spanish. Portuguese will be a plus. Cultural business knowledge / acumen required
- Travel: at least 50% travel expected with Mexican focus. Central America and Brazil travels as needed.
- Ability to work flexible hours
- Superior communication skills in verbal and written form. Advanced presentation skills.
- Ability to effectively interact with all levels of employees (from Production to VP level).
- Ability to explain complex concepts to non-technical audiences.
- Ability to make business decisions in light of strategic company objectives
- Ability to represent Hershey and establish relationships with outside agencies (regulatory, co-mfg, suppliers, trade groups, etc)
- Advanced problem solving/trouble shooting skills
- In depth understanding of a production / manufacturing environment
- Advanced proficiency in computer programs / software such as Microsoft Word, Outlook, Excel, Power Point, SAP (Recipe Management), QIMS, Net Weight and QA Trends
- Detailed knowledge of regulatory and quality system requirements - FSMA, PEP, HACCP, Good Manufacturing Process (GMP), etc.
- Preference to be Preventive Control Qualified Individual (PCQI) Certified
- Certified Food Safety Auditor
Education:
B.S. in Food Science, Food Engineeering, Microbiology, or related field.
Experience:
Min 5 yrs experience in food industry or equivalent experience
