Job Description
Organize, coordinate and direct, the development and approval process of the feasibility studies for large investment projects above 15 MUSD in CEMEX which are required for the company's growth (new cement green fields, new clinker lines, cement maritime and land terminals and green field and brown field Aggregates plants); by ensuring their economic competitiveness and best technical solution. Additionally, define, establish, and audit the compliance of CEMEX's procedures for the developing of feasibility studies as well as its execution for small and mid-size investment projects.

Additionally, define, establish, and audit the compliance of CEMEX's procedures for the developing of feasibility studies as well as its execution for small and mid-size investment projects.
Main Responsibilities
- Lead and coordinate the execution of feasibility studies for large investment projects request, more than $15 MUSD ensuring: Scope or work definition, investment budget, layout, flow sheets, time schedule, cash flow and best technology selection, working in coordination with
- Lead and coordinate activities to develop a feasibility study with all internal and external stakeholders, establish deadlines to ensure objectives are fulfilled, as safety, growth market, have organic growth, maintain the current EBITDA, reduce cost, and improve the competitiveness of the company.
- Several studies are carried out at the same time in different countries regional technical and operational areas.
- Engineer as possible feasible solutions that can be implemented in cost and time defined in the study, to reach the goals defined.
- Timely present the information for decision making.
- Prepare final technical- economical document for the request of funds, first stage for basic engineering and the final request of investments (greater than15 MUSD)
- Coordinate the preparation of investments plants of diverse initiatives, prioritizing the most important investments and tracking its execution.
- Act as a consultant for countries, operations, and planning (at all levels) for the identification and development of investment opportunities requiring CAPEX investments.
- Define, and assure the use of a formal procedure to standardize the backup documentation of mid-size projects (investment from $1 to $15 MUSD).
Position Challenges
- Define Technical and Economical solutions for projects to fulfill the requirements of the organization, safe, sustainable, and efficient specially.
- Define Scope of Works, Budgets and Time Schedules for major projects (and other projects under request)
- Establish (on technical basis) priorities for assignment of fund from buckets for Hotspots projects, obsolescence, and others.
- Decisions to apply actual and/or new technologies to reduce investment and operational cost from the design
- Assure safety, environmental impact, new technologies, modularization, low-cost countries equipment and manufacturing, use of idle assets, and other priorities are evaluated from the study phase to fulfill with all the requirements.
- Manage global information and relations with contractors and suppliers' capabilities and costs for preparation of studies.
- Manage communication and relations internally with all Countries and externally with Contractors and Vendors.
- Produce studies on time for the decision making and assignment of resources of critical projects for the company
- Accuracy of budget and time and produce all the support
- Engineer a solution that can be implemented accepted by the customer and coordinating a team of people from different levels of organization, and positions, local and in other countries. Management, Operations, Commercial, Quality, Vendors, etc.
- Maintain morale within the team and other stakeholders.
Qualifications
- Spanish and English 100% (Desirable)
- Finance, Civil Engineering Degree
- Knowledge of: Word, Excel, PowerPoint, MS Project, Social Networks and Teams.
- Negotiation.
- Experience:
- 8-10 years in a Large global investment projects (cement plants)
- 5-7 years in managerial positions.
- 3-5 years in Cement plant operations (desirable).
Technical Knowledge - Knowledge of: Engineering specifications, products and materials under application, cement/concrete production process, product quality requirements, technical cost and benefits analysis.
- Understands logistics concepts.
- Dominates main equipment suppliers and technologies.
