SR. PROJECT MANAGER | Construction/Owner's Representative - Sugar Refinery Projects
Location: Houston, TX. If you are based in Nuevo León, Mexico City, or any other location in Mexico and hold a valid passport and visa, we provide full support with the TN Visa application process for qualified candidates.
Position Type: Full-Time, this is a 2-year project based in Houston, TX.
Company Overview: We are seeking a Construction/Owner's Representative to oversee the construction and commissioning of these two refineries. This role will ensure that both projects are executed according to plan, with an emphasis on safety, budget control, schedule adherence, and quality.
Position Overview:
As a Construction/Owner's Representative, you will act as the key liaison between the owner and all project stakeholders, including the General Contractor (GC), subcontractors, consultants, and regulatory authorities. Your primary responsibility will be to ensure that both refineries are built according to specifications, on time, and within budget, while maintaining the highest standards of safety and quality. You will be responsible for managing both projects simultaneously, overseeing all aspects of construction and providing critical oversight to ensure project goals are met.

Required Qualifications:
• Education:
- Bachelor's degree in Construction Management, Engineering, or a related field.
- Certifications such as PMP (Project Management Professional) or equivalent are highly preferred.
• Experience:
- At least 10 years of experience in construction management, including experience in industrial construction or process-oriented projects (refineries, chemical plants, etc.).
- A proven track record of overseeing large-scale construction projects with a CAPEX of $20 million or more.
- Experience working with General Contractors in a cost-plus model is preferred.
• Skills:
- Strong project management skills with the ability to manage multiple aspects of construction projects simultaneously.
- Excellent financial oversight and budget management skills, with the ability to track and report on costs effectively.
- Exceptional problem-solving skills, with the ability to identify issues early and implement solutions.
- Ability to manage relationships with a variety of stakeholders, including contractors, subcontractors, and regulatory authorities.
- Deep knowledge of safety regulations and quality assurance practices in construction.
- Excellent communication skills, both verbal and written, with the ability to present information clearly to senior management and external stakeholders.
• Certifications:
- OSHA 30-hour certification or the ability to obtain it within the first 6 months.
- Lean Six Sigma or other relevant certifications are a plus.
Preferred Qualifications:
• Previous experience managing refinery or heavy industrial construction projects.
• Knowledge of environmental and safety regulations specific to the refining industry.
• Familiarity with Houston's construction and regulatory landscape, including local building codes and permitting processes.
