Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role Purpose
The Director will leverage a strong working knowledge of the federal and relevant state legislative, regulatory, and political climates; demonstrated research, policy analysis, and organization skills; and the ability to develop strategy and execute tactics to achieve results for Corning priorities in Mexico. The Director will work with Corning's global government affairs staff, business units, and government and non-government organizations to engage on the broad cross-section of Corning's legislative and regulatory priorities including, but not limited to international trade, sustainability, labor, supply chain management, economic development incentives, and stakeholder engagement. This position is located in Mexico City, Mexico with frequent travel to Corning locations in Mexico. The position reports to the Director, Global Government Affairs.
Key Responsibilities
Advocacy Strategy Formation and Execution
Monitor the political, legislative, and regulatory environment in Mexico; identify emerging issues and challenges that may impact Corning's profitability and competitive position
Proactively identify issues, incentives, and opportunities to improve growth and competitiveness and influence government decisions to mitigate risk and/or advantageously position Corning.
Work closely with Corning's global government affairs team and business units to recommend and develop optimal government affairs strategy, including milestones, metrics and resources required
Policy Analysis and Development
Develop and maintain an understanding of the policy and regulatory landscape
Track and analyze legislative and regulatory policy developments, providing intelligence and insights
Relationship Management
Develop and maintain strategic relationships with federal, state, and local elected officials, legislative, regulatory, and political staff
Represent Corning and foster relationships with various trade, industry, and/or professional organizations to support Corning priorities and promote Corning's role as a good corporate citizen
Issue Management and Support
Develop and successfully implement timely strategies and action plans to swiftly lead the Government interfaces (local, state, central) in resolving crises and issues with minimal impact on the company business and reputation
ADDITIONAL RESPONSIBLITIES:
Assist Corning government affairs and business in preparing executive-level communications and briefing materials regarding government affairs developments, including regulatory and legislative matters of interest
As needed, provide support to ensure Corning compliance with Mexican law governing government and political affairs
Experiences/Education - Desired
Bachelor's Degree
Ten years of relevant experience in government relations, preferably in a multinational company; prior state or federal government experience preferred
Bilingual and fluent in reading, writing, and speaking English and Spanish
Sound political judgment and a substantive working knowledge of the Mexican government structure, legislative, regulatory, and political processes
Substantive understanding of a variety of business issues
Ability to analyze, articulate and proactively advocate a position for Corning
Strong, nuanced written and oral communication skills
Ability to navigate across business and functions to pull together the right resources to move in the agreed direction
Exhibits the highest levels of integrity
